Do you know who Heather Renee French is?  She’s the first Miss America who came from Kentucky, crowned 18th of September of the year 1999, a real southern belle. 

 

There are many existing and potential southern belles just like her in Kentucky, and I hate to say it, but reality speaks to us that, there are sex offenders out there who are more than willing to harm them.  Not just the belles in the south, but all over.

 

We don’t want these criminals to be a hindrance to Kentucky’s existing and future gleaming glories; we have to act fast, and the time to do so is now.
